ECP failed to transmit the specified PE-CSP PDU on the port. This can happen when ECP exceeded its re-transmit count without receiving an acknowledgement from the BPE.
In most cases, the CSP state machine will restart and recover automatically. If this does not happen, rebooting the BPE or controlling-bridge switch can recover the control plane connection.
